Fourth Sat Paul Mittal Memorial Lecture
"A Tryst with Destiny: Demography Can Help Realise the Dream"

Jawaharlal Nehru University and Indian Association of Parliamentarians on Population and Development (IAPPD) organized fourth Sat Paul Mittal Memorial Lecture on September 15, 2008.  The fourth Sat Paul Mittal Memorial Lecture was delivered by Dr. Anrudh K. Jain on “A Tryst with Destiny: Demography Can Help Realise the Dream”.  Professor B.B. Bhattacharya, Vice-Chancellor, JNU chaired the session.  In his welcome address Prof. R. Kumar, Rector of the University mentioned that IAPPD has been collaborating with JNU in organizing the Sat Paul Mittal Memorial Lecture and offering fellowship to JNU students in the field of population and environment.  The lecture series has been instituted in memory of Shri Sat Paul Mittal who was instrumental in drawing the attention of Parliamentarians to the interlinkages between Population, Development and Environment.  Prof. Kumar introduced the speaker.  Dr. Jain has been playing a leading role in shaping the research and programme agenda in international population and reproductive health.  He has bridged the gap between population policies and programs through his work on quality of care.  His significant contributions to the development of contraceptive technologies through studies on safety and effectiveness are well recognized.  He has enhanced institutional capacities in Asia and Africa by working with policy makers and program managers in over 40 countries across Africa, Asia and Latin America.  Dr. Jain has authored five books on population policies, quality of care, contraceptive use and fertility, infant mortality, and fertility impact of development and published over 70 papers in peer reviewed journals, books and proceedings.

In his lecture Dr. Jain illustrated the utility of Demography in policy prescriptions and guiding policies and programmes in the right direction.  He dispelled the myth prevalent in general population regarding matters related to population.  He discussed the fertility transition that has occurred in India which was the first country to implement a governmental family planning programme.  The effect of fertility decline on demographic dividend and the effects of changing age distribution in different states of India were explained by him. Dr. Jain emphasized the importance of early investment in education and health to improve the potential productivity of the work force.  Parliamentarians through their role in the legislative process and the universities by improving social capital can help achieve a tryst with new destiny that Pt. Nehru articulated 61 years ago.

International Conference on
"Eradicating Chronic Poverty in India: Policy Issues and Challenges"

Chronic poverty defines the situation where a person or a population spends a significant part of their life in poverty. Their lives may fall into a vicious cycle of inter-generational poverty and it becomes utterly difficult for these crestfallen to find an exit route from this trap. It is estimated that there are approximately 70 to 130 million people in India, living in such situations. The Millennium Development Goal and Five Year Plans dealing with policies, plans and programmes particularly of poverty, education and gender cannot be met without addressing the issue of chronic poverty. The policies designed for the transitory poor cannot be of much use for those trapped in chronic poverty because of their heterogeneity. The state, and the civil society, has a strong urge for 'including' this 'excluded'. This in brief is what necessitated the organisation of an international conference on "Eradicating Chronic Poverty in India: Policy Issues and Challenges" from 1-3 October, 2008 at the Center for the Study of Social Systems (CSSS), School of Social Sciences (SSS), Jawaharlal Nehru University (JNU), New Delhi. This also becomes one of the occasions to pay homage and tribute to Mahatma Gandhi who fought tirelessly throughout his life time for uplifting the downtrodden. This conference is the result of fruitful collaboration between the organisers - Chronic Poverty Research Centre (CPRC) India, Indian Institute of Public Administration (IIPA), New Delhi and CSSS, SSS, JNU.

This three day conference was divided into 9 technical sessions which includes 6 plenary sessions. About 100 speakers presented their papers approximately ten to twelve presenters every session. Around a dozen speakers were from foreign countries representing South Asian region and some from European countries.

Various poverty related issues were discussed in each session covering topics such as measurement of poverty, poverty dynamics, spatial profile of poverty and its casual factors, poverty alleviation programme, policies of poverty, macro issues, social security and protection, policy formulation and methods of including the socially excluded.

Academicians, policy makers, activists and politicians from different sections as well media professionals were invited to take part in discussing, contesting, formulating and envisioning an amenable future for those who are left out of the processes of development and global consequences.
