*      SUMMARY

 

Dr Gulshan Sachdeva is Associate Professor at the Centre for European Studies, School of International Studies, Jawaharlal Nehru University New Delhi. At the Centre, he teaches European Economic Integration and guides M.Phil and P.h.D students. Till March 2010, he worked as a Regional Cooperation Adviser with The Asia Foundation project ( funded by the British government) at the Afghanistan Ministry of Foreign Affairs. Earlier, between 2006 & 2008, he worked as a Team Leader in the Asian Development Bank funded capacity building project on regional cooperation at the Afghanistan Ministry of Foreign Affairs in Kabul. He was Visiting Professor in the European Masters programme on International Trade & European Integration at the University of Antwerp in Belgium (2008); Visiting Professor in the European Masters Programme on Comparative Local Development at the University of Trento (Italy) and Corvinus University Budapest (2008-09); Visiting Fellow at the Institute of Oriental Studies Moscow (2002) ,Institute of Oriental Studies, Almaty (2004) and Cambridge Central Asia Forum, Cambridge University ( 2008).

 

Earlier he was also Director, Europe Area Studies Programme. For many years, he was Associate Professor at the erstwhile Centre for Russian, Central Asian & East European Studies. Before joining JNU, he worked as Assistant Research Professor at the Centre for Policy Research New Delhi, Lecturer in Economics at the University of Delhi, and Research Fellow at the Institute for World Economics and KOPINT DATORG in Budapest. He was also consultant with the Institute for Conflict Mangement Delhi.

 

Dr Sachdeva is author of The Economy of North-East: Policy, Present Conditions and Future Possibilities (2000) and in the process of finishing another manuscript Globalizing India’s Northeast. He has written many project reports for industry and Government Ministries. He has contributed about 55 research papers in academic journals and edited books and presented over 40 of his papers at international conferences and seminars throughout the world. He is regular contributor to national dailies viz. The Times of India, The Hindustan Times, The Economic Times and Financial Express. He is member of the governing board for the India-Central Asia Foundation. He was also member of the editorial board of  International Studies (2004-08).

 

He holds Ph.D in Economic Science from the Hungarian Academy of Sciences, Budapest, and M.Phil in Soviet Studies from School of International Studies, JNU. He did his M.A. in Economics from the Punjabi University Patiala.

 

 

 

*      LAST CONSULTANCY ASSIGNMENT

Consultant with The Asia Foundation

Worked as a Regional Cooperation Adviser in a British funded project at the  Ministry of foreign Affairs, Afghanistan ( assignment period January –March 2010)  

Major Responsibilities:

·         Setting up a new Centre for Regional Cooperation within Afghanistan Foreign Ministry;

·         Identifying and organizing training for officials involved in regional cooperation in Different government Ministries;

·         Helping the ministry on day to day issues concerning regional cooperation.

 

*      SOME EARLIER CONSULTANCIES

 

Consultant with the Asian Development Bank

Worked as a Team Leader  in the Asian Development Bank funded capacity building project on regional economic cooperation at the Ministry of Foreign Affairs of Afghanistan ( assignment period December 2006 to February 2008).

Major Responsibilities included:

  • Mainstreaming regional cooperation within the foreign policy of Afghanistan
  • Institutionalizing regional cooperation within the government ministries and agencies
  • Identifying and organizing training for officials involved in regional cooperation
  • Help establishing technical working groups in key areas of cooperation
  • Supervising a team of domestic consultants

Achievements: 1. Establishment of Regional Cooperation Directorate in the Ministry; 2.Establishment of Steering Committee on Regional Coop (SCRC) under the chairmanship of the Foreign Minister; 3. A separate section of Foreign Ministry website dedicated to regional cooperation 4. Organized training for Ministry officials;5. New plan for the reorganization of the Economic Division of the Ministry; 6 Procured equipments for the Economic Division.

- Consultant with the North Eastern Council of the Government of India.

 

-Project Director (Economics) for the study on Planning for Development and Security in India’s Northeast. This project was undertaken at Institute for Conflict Management New Delhi and financed by Canadian International Development Agency (CIDA).
