*      BRIEF BIOGRAPHY

 

Dr Gulshan Sachdeva is Professor of European Studies and  Director, Europe Area Studies Programme at the Centre for European Studies, School of International Studies (SIS), Jawaharlal Nehru University (JNU), New Delhi. He is  awarded Jean Monnet Chair in European Economic Integration and Energy Security by the European Commission. He is also Editor-in-Chief of International Studies, a reputed peer reviewed journal published by Sage India. Earlier, he was a Director of newly established Energy Studies Programme and also Chairperson, Centre for European Studies at JNU. He has an extensive international teaching experience as well as proven project management expertise. He is a recognized expert in the area of European Studies, Indian economy and foreign policy,  regional cooperation and issues concerning Afghanistan and Northeast India. In addition, his research has focused on energy security, development aid and India’s relations with the EU, Russia & Central Asia. Till March 2010, he worked as a Regional Cooperation Adviser with The Asia Foundation project at the Afghanistan Ministry of Foreign Affairs. Earlier, between 2006 & 2008, he worked as a Team Leader in the Asian Development Bank funded capacity building project on regional cooperation at the Afghanistan Ministry of Foreign Affairs in Kabul.

 

He has been ICCR India Chair on Contemporary India at the University of Leuven (2014), Visiting Professor at the University of Warsaw (2016), Mykolas Romers University, Vilnius, Lithuania (2013),  Visiting Scholar at the Corvinus University of Budapest (2012), Visiting Professor in the Joint European Masters in International Trade & European Integration at the University of Antwerp in Belgium (2008); Visiting Professor in the Joint European Masters  in Comparative Local Development at the University of Trento (2008-09); Visiting Professor in the Joint European Masters in Economy , State & Society at the Corvinus University of Budapest (2011)and  Visiting Fellow at the Institute of Oriental Studies, Moscow (2002); Institute of Oriental Studies, Almaty (2004);  and Cambridge Central Asia Forum (2008).  So far, 8 PhDs and 26 M.Phil have been awarded under his supervision.

 

For many years, he was Associate Professor at the erstwhile Centre for Russian, Central Asian & East European Studies. Before joining JNU, he worked as Assistant Research Professor at the Centre for Policy Research New Delhi, Lecturer in Economics at the University of Delhi, and Research Fellow at the Institute for World Economics and KOPINT DATORG in Budapest. He was also consultant with the Institute for Conflict Management Delhi and the North Eastern Council, Shillong. He was also in the panel of experts selected by the EU funded India-EU Study Centres project for providing technical assistance to European Study Centres in India. He is a member of the governing/Executive board for the India-Central Asia Foundation (ICAF), Institute for Research on India and International Studies (IRIIS) and Forum for Indian Development Cooperation (FIDC).

 

Prof Sachdeva has written many project reports for industry and government ministries. He has contributed more than 100 research papers in academic journals and edited books and presented over 200 of his papers at international conferences and seminars throughout the world. He is a regular contributor to national print and broadcast media on both economic and security issues. He holds Ph.D. in Economic Science from the Hungarian Academy of Sciences, Budapest, and M.Phil  from the School of International Studies, JNU. He did his M.A. in Economics from Punjabi University Patiala.

 

*     CONSULTANCIES OFFERED

 

·        Expert for European Economic Integration and India EU Economic Relations for providing technical assistance to European Study Centres in India by the EU funded India-EU Study Centers Progarmme (2010).

 

·        Consultant with the Asian Development Bank ( Dec 2006- Feb 2008)

o       Worked as a Team Leader in the ADB funded capacity building project on regional economic cooperation at the Ministry of Foreign Affairs of Afghanistan.

      Major Responsibilities included

o       Mainstreaming regional cooperation within the foreign policy of Afghanistan

o       Institutionalizing regional cooperation within the government ministries and agencies

o       Identifying and organizing training for officials involved in regional cooperation

o       Help establishing technical working groups in key areas of cooperation

o       Supervising a team of domestic consultants.

o       Establishment of Regional Cooperation Directorate in the Foreign Ministry

o       Establishment of Steering Committee on Regional Coop (SCRC) under the chairmanship of the Foreign Minister

o       A separate section of Foreign Ministry website is dedicated to regional coop

o       Organized training for Ministry officials

o       New plan for the reorganization of the Economic Division of the Ministry;

o        Procured equipments for the Economic Division

·        Part-Time Consultant with the North Eastern Council of the Government of India ( 2002-03).

 

·        Project Director (Economics) for the study on Planning for Development and Security in India’s Northeast. This project was undertaken at Institute for Conflict Management New Delhi and financed by  the Canadian International Development Agency  ( 2002-03).
